Sure you may consider the rule but consider where you live. If cars get stolen offten and or broken into if you live in apartments like i do, comprehensive becomes kinda of an important factor.

Compressive with zero deductable is good if your car is older and paid off but still of value

If you have no comp/collision and you are hit by an uninsured driver are you still covered? The number of people driving illegally without ANY insurance is mind blowing
