Do you pay 700 euro for you first registration

Do you know if we need a German license plate to get a german insurance? Some sources say so, and I still didn't manage to contact any isurance company to confirm the answer.
On the other hand, is a german insurance a requirement in order to get a german license plate? I believe so.
In the case that both answers are yes, that's an issue, because when the foreign insurance ends (my case in two weeks) the car gets in the middle of nowhere XD.

Hi.. Thanks for this great video. I have one question. I bought my first car insurance through online and generated evb. With the evb car dealer did the registration. I am planning to pick my cqr tomorrow. However, I did not ge the insurance contract from the insurance company. I tried to call them. But they dont talk English at all. I did not understand them clearly. But looks like they told me that they will send the contract by next week. Is it safe to drive before getting the actual contract and insurance number! Sorry. This land is too complicated for me?. Thanks again for all help..
