not just this. its also based on the income of the people in the area. lower income= less likely to be covered for health care and injuires in an accident. if you look at a map of TO, the areas where accidents happen are evenly distributed, with more in the downtown core. that means that it isnt purely based on accidents or the drivers themselves. check it out, there are lots of articles on this. its unfair and prejudice.
