Why aren’t insurance premiums Pro-Rated? And Why aren’t insurance companies required to have a standard that the public can research?

I understand the 3 year period. But will the rates stay the same, or always increase? for that same amount of time. Am i expect to pay high and higher rates for that 3 year period????
